What age rules apply when you import a classic motorcycle to the UK?

Short answer

When you import a classic motorcycle to the UK, three different age rules apply, and each one has a different number. Thirty years is the collectors' rule for import VAT and duty. Forty years, counted from today, is the MOT exemption. "Built before 1 January 1986" is the vehicle tax exemption. Separately, the DVSA's MSVA manual says a bike over 10 years old does not need the Minister's Approval Certificate.

Does a 30 year old bike pay 5% VAT and 0% duty?

Not automatically. The UK Trade Tariff has a special heading, 9705, for collectors' motor vehicles. Its note sets three conditions, and a bike has to meet all three:

  1. It is in its original state, without substantial changes to the chassis, body, steering, braking, transmission, suspension or engine. Repairs and restoration are allowed. A modernised or modified machine is not.
  2. It is at least thirty years old.
  3. Its model or type is no longer in production.

The tariff lists that heading at 0% duty and 5% VAT. There is a catch for riders: the note says "motor vehicles" and does not name motorcycles. A motorcycle is a motor vehicle, and other importers apply the rule to bikes, but we confirm the bike case before we promise you 5% VAT and 0% duty. If the bike fails any condition, the normal rates apply: 20% VAT, and duty of 8% up to 250cc or 6% above (read the duty and VAT guide for how origin changes that).

You may read that 40 years gets you the reduced rates. It does not. Forty years is an MOT number.

Does a 40 year old motorcycle need an MOT?

gov.uk says a vehicle does not need an MOT if it was built or first registered more than 40 years ago and no "substantial changes" have been made, for example replacing the chassis, body, axles or engine to change the way the vehicle works. The 40 moves forward every year.

Two warnings. A bike that is exempt from the MOT still has to be kept roadworthy. And a bike that is not that old needs an MOT from its third anniversary, with DVLA asking for evidence of a current MOT on a bike over 3 years old when you apply to register it.

Is a bike built before 1986 exempt from road tax?

gov.uk says that if your vehicle was built before 1 January 1986, you can stop paying vehicle tax from 1 April 2026. If you do not know the build date but it was first registered before 8 January 1986, the same applies. You must apply for the exemption, and the vehicle is still taxed, at nil.

That is a different date from the MOT rule and a different date from the 30 year rule. A bike built before 1986 can qualify for the tax exemption and still miss the collectors' rate if it has been modified.

Does an old bike need MSVA?

MSVA is the DVSA's approval test for motorcycles. gov.uk's MSVA page is for vehicles under 10 years old. The DVSA MSVA manual lists "vehicles over ten years old" among those that do not need the Minister's Approval Certificate, and the VCA form for GB conversion IVA says a bike over 10 years old since first registration is exempt from its procedure and to contact DVLA. We quote those two documents because gov.uk's general exemptions page does not list motorcycles. DVLA might still inspect.

How do you prove how old the bike is?

DVLA asks for the original foreign registration certificate, which you will not get back. Date of manufacture is what matters. If you do not have it, DVLA might accept other proof of the manufacture date. We obtain dating letters, so you do not have to chase one. No letter is a promise: DVLA decides, and it may inspect.

What about a bike rebuilt from parts?

This one is case by case, and we say so rather than guess. gov.uk's MSVA page says approval is also needed for radically altered, rebuilt or amateur-built bikes, while the over 10 years exemption is listed separately. Whether an old bike with a new frame counts as old, or as rebuilt, is not settled by those pages. gov.uk's registration guide says you only need to tell DVLA about a repair or restoration if you replace a chassis, monocoque bodyshell or motorcycle frame, using form V627/1.
