Does an imported motorcycle need an MSVA test?

Short answer

An imported motorcycle needs the MSVA (Motorcycle Single Vehicle Approval) test if it is under 10 years old, has never been registered in the UK and has no ECWVTA or provisional UK type approval, according to gov.uk. The DVSA test costs £85 in working hours or £109 outside them, and the Minister's Approval Certificate it produces goes to DVLA with your registration application. The DVSA's own MSVA manual says vehicles over ten years old are exempt, though DVLA may still inspect the bike.

What is the MSVA test for a motorcycle?

MSVA is a one-off inspection by the DVSA (Driver and Vehicle Standards Agency) that shows a bike meets safety and environmental standards. gov.uk's import guide says to apply for either IVA or MSVA if the vehicle has two, three or smaller four wheels. For a motorcycle that means MSVA.

gov.uk also says MSVA is the route for radically altered, rebuilt and amateur-built bikes. Where an older bike has been rebuilt, which rule applies is a case by case question: ask us before you buy.

Which imported bikes need an MSVA?

gov.uk's MSVA page says a bike qualifies for the test when it is under 10 years old, has not been registered in the UK before and has no ECWVTA or provisional UK vehicle type approval. Solo motorcycles, combinations, mopeds, tricycles and quadricycles are eligible.

If the bike has a European Certificate of Conformity showing ECWVTA but is set up only for right-hand traffic, there is a cheaper optional test, covered below. If there is no certificate at all, gov.uk says the full MSVA is needed.

Which bikes are exempt from MSVA?

The foreword of the DVSA MSVA inspection manual (Revision 6, 15/04/2025) lists the exceptions to the Minister's Approval Certificate. The manual says these include vehicles over ten years old and motorcycles intended for competitions, meaning enduro and trials bikes. VCA form MR-002 repeats the ten-year point. gov.uk's general "exemptions from vehicle approval" page does not list motorcycles, so the manual is the source to quote.

Two cautions. First, the manual defines enduro and trials by numbers: enduro means a seat height of at least 900mm and ground clearance of at least 310mm, while trials means a seat height of at most 700mm, ground clearance of at least 280mm and a fuel tank of at most 4 litres. A dirt bike has to meet them. Second, DVLA might ask to inspect any imported vehicle, exempt or not.

How much does the MSVA test cost and how do you apply?

The DVSA fee table (updated 20/08/2026) gives £85 in working hours and £109 outside them for a motorcycle or sidecar outfit, with an average test of 60 minutes. Working hours are Monday to Thursday 8am to 5pm and Friday 8am to 4:30pm. A paid re-inspection costs £17 or £41.

You may read online that the test costs £150 to £250, or £70. The DVSA table says £85 and £109. Fees change, so check the DVSA page on the day.

You apply online on gov.uk and need the VIN or chassis number. gov.uk says you will usually get a response within 10 working days.

What does the MSVA test check on a motorcycle?

The manual covers far more, but four points are worth a garage check beforehand:

  • Noise. Stationary noise must not exceed 91 dB(A) up to 80cc, 94 dB(A) over 80cc to 175cc and 99 dB(A) over 175cc.
  • Silencer. The exhaust must be complete with a silencer carrying a marking: a manufacturer mark, an e or E approval mark, or a BSAU 193 classification.
  • Emissions. Carbon monoxide at petrol idle must not be above 4.5%. For engines made before 1 January 1993 (and rotary engines and mopeds) the check is visual only.
  • VIN. It must be permanently displayed, meaning stamped, and legible.

For bikes built for right-hand traffic, gov.uk names the headlamp dip pattern and an mph speedometer as the lighting points. Whether yours needs work is for a garage to say.

What happens after the test?

A pass gives you the Minister's Approval Certificate. gov.uk says DVLA needs proof of vehicle approval, and that you must send the original, so keep it safe. The rest is in our DVLA registration guide.

A bike classed as "seriously damaged" cannot be registered or taxed, and gov.uk says you will not be refunded the vehicle approval fee. Check the foreign papers for "statutory write-off", "scrapped" or "non-repairable" first.

On the road, gov.uk says you can be prosecuted for using the bike before completing the import steps, unless you are driving it to a pre-booked MOT or vehicle approval test.

What is the Partial MSVA for EU bikes?

The Partial MSVA is a voluntary DVSA test for a bike under 10 years old whose Certificate of Conformity shows ECWVTA but which is set up only for right-hand traffic. It checks the headlamp dip pattern, the mph speedometer and, on mopeds, the mirror position. It costs £12 (£10 plus £2 VAT), takes 15 to 20 minutes, and gov.uk says you cannot drive to the test: you must transport the bike. The certificate goes to DVLA with the original CoC.

What do we do, and what do we not do?

We do not test, approve or modify bikes. The DVSA test station does the test, and a garage fixes lamps, speedometers or exhausts if the bike needs it. We handle the paperwork around it: the customs import declaration, working out and paying import VAT and duty, the NOVA notification to HMRC, and your DVLA pack, where we prepare every DVLA form and you just sign and post.

Deregistration in the country you buy in, any export plates and the export paperwork are handled by the seller. If you need it, we arrange the transport to the UK, and we handle the customs declaration, NOVA and the DVLA paperwork.

Quick answers

Do I need an MSVA or just an MOT for a bike from Japan?

If it is under 10 years old with no ECWVTA, it needs the MSVA. The MOT is a separate test: DVLA wants proof of a valid MOT if the vehicle is over 3 years old.

Can I ride the bike to the MSVA test?

gov.uk says you can be prosecuted for using the bike on the road before the import steps are done, unless you are driving it to a pre-booked MOT or vehicle approval test. A voluntary Partial MSVA test is different: you must transport the bike.

Does a bike with a European headlamp and km/h speedometer need changing?

For Partial MSVA, gov.uk names the headlamp dip pattern and an mph speedometer. A garage can tell you what your bike needs.
