Can you register an enduro bike or dirt bike for the road in the UK?

Short answer

Possibly, and the official documents give one clear lead. The DVSA's MSVA manual lists motorcycles intended for competition (Enduro and Trials) as exempt from the Minister's Approval Certificate, using measured definitions, and DVLA's guide to the application form asks you to give that reason. What the official pages do not settle is the registration route for electric off-road bikes such as Sur-Ron and Talaria, so if you want to register an enduro bike or any dirt bike, check before you buy.

What does the DVSA manual say about enduro and trials bikes?

MSVA is the DVSA's approval test for motorcycles. For first registration in the UK, a bike without European whole vehicle type approval normally needs a Minister's Approval Certificate (MAC). The foreword of the DVSA MSVA manual lists exceptions, and one of them is:

"Motorcycles intended for use in competitions (Enduro and Trials) whatever the terrain."

It then defines both words by measurement:

  • Enduro: a minimum seat height of 900 mm and a minimum ground clearance of 310 mm.
  • Trials: a maximum seat height of 700 mm, a minimum ground clearance of 280 mm and a maximum fuel tank capacity of 4 litres.

These are measurements, not model names. The bike has to fit the definition on the tape measure, not on the badge. A motocross bike that does not meet the enduro figures is a separate question, so ask us before you pay.

What does DVLA ask when you register one?

DVLA's guide to the application form (the V55/5 guide, which is undated) says that if the vehicle is exempt from type approval you must give the reason in full, for example an Enduro bike. That is the other half of the picture: the exemption has to be written on the application, and DVLA decides. It might inspect the bike.

An exemption from the certificate is not the same as being road legal. The manual itself says that a certificate is not absolute evidence that a vehicle can legally be used on the road, because the requirements concern construction and not condition. Treat the exemption as a way into the DVLA process, not as the end of it.

Is a pedal-assist e-bike different?

The same list in the manual names cycles with pedal assistance that have an auxiliary electric motor with a maximum continuous rated power of 0.25 kW, whose output is cut off at 25 km/h or sooner if the rider stops pedalling. Those are exempt from the certificate. A bike that goes faster than that, or that you can ride without pedalling, is not that.

What do you pay to import an electric motorcycle?

The UK Trade Tariff puts electric motorcycles, including pedal assist, under line 8711 60 with a duty rate of 6%. Import VAT is 20%. A 0% duty rate can apply where a bike was made in a country with a trade preference and you can prove it, but that is about where the bike was made, and for a used bike the proof is a question to settle before you buy. Can you ride a Sur-Ron or Talaria on the road?

We are not going to guess, and the official pages do not settle it. You may read online that an unregistered electric off-road bike is illegal on a public road. What we have not found on gov.uk, DVSA or DVLA pages is the route to register one, or a clear statement of what is legal without registration. Those are different questions and the answer may depend on the exact model and its power.

So the plain advice is this: before you buy a Sur-Ron, a Talaria or anything similar from abroad, ask us or DVSA. Do not ride it on a public road in the meantime.

What licence do you need?

gov.uk lists category A1 for up to 125cc and up to 11 kW with a power to weight ratio of not more than 0.1 kW/kg, and category A2 for up to 35 kW with a power to weight ratio of not more than 0.2 kW/kg. Once registered, an MOT is needed from the third anniversary of registration. Which category an electric bike falls under is a question for the exact model's power figures.

Can I ride an imported enduro bike on the road before it is registered?

gov.uk says you can be prosecuted for using an imported vehicle on a public road before you complete the import steps, unless you are driving it to a pre-booked MOT or vehicle approval test.

Does the enduro exemption mean no MOT?

No. The exemption is from the Minister's Approval Certificate, not from the MOT. An MOT is needed from the third anniversary of registration.

Is a Sur-Ron road legal in the UK?

The official pages we have read do not settle it. Ask us or DVSA before you buy.

What is the duty on an electric motorcycle?

The tariff line for electric motorcycles, 8711 60, shows 6%, with 20% import VAT.
