Does a ULEZ motorbike rule apply to an imported bike?

Short answer

Yes, the same rule applies to every motorcycle in the zone. Transport for London (TfL) says motorcycles need to meet Euro 3 emissions standards for NOx or pay a £12.50 daily charge when travelling within the Ultra Low Emission Zone (ULEZ). Euro 3 is judged on the emissions the bike declares, not on how old it is. For an imported bike, particularly a Japanese or American domestic-market model, nobody can tell you the ULEZ status without checking that bike: ask TfL, or us, before you buy.

What is the ULEZ rule for motorcycles?

TfL's page for motorcycles, mopeds and more (read 3 October 2026) says: "Motorcycles need to meet minimum emissions standards when travelling within the Ultra Low Emission Zone (ULEZ) or pay a £12.50 charge." The vehicles it lists are motorcycles, mopeds, motorised tricycles and quadricycles (L-category). The standard: "All vehicles need to meet Euro 3 emissions standards for NOx."

NOx is nitrogen oxides, a pollutant that comes out of the exhaust. Euro 3 is the emissions standard TfL sets for bikes.

Does it only apply in Greater London?

TfL's where and when page says the zone "operates across all London boroughs and the City of London" and that "the M25 is not in the zone". It runs 24 hours a day, every day of the year except Christmas Day, and a short trip inside the zone counts. Outside it, the ULEZ charge does not apply.

TfL also says the daily charge runs from midnight to midnight, and that the penalty charge is £180, reduced to £90 if paid within 14 days.

Is it about the age of the bike or its emissions?

Emissions. TfL says: "The ULEZ is enforced based on the declared emissions of the vehicle rather than the age but, generally, Euro 3 engines are those registered with the DVLA after July 2007." That sentence is TfL's rule of thumb, with the word "generally" doing real work. It is not a guarantee for any particular bike.

TfL adds that "Nearly all motorcycles produced since 2007 meet the ULEZ standards".

How does TfL decide on a bike with no UK history?

TfL points owners to its vehicle checker. If the checker says your vehicle is subject to the ULEZ but you think it meets the standards, TfL says to follow the steps on the results page to send proof. It says to contact the manufacturer if you are not sure about the bike's emissions: "we will accept supporting evidence from them."

TfL also accepts "evidence from test facilities approved by us for measuring NOx emissions". If the test is successful, the test facility contacts TfL with the results. TfL's page lists approved centres for motorcycle emissions testing.

What is the honest limit for an imported bike?

For a bike that was first registered in the UK, the date on its registration document tells a story. For an imported bike, the date it first reached DVLA and the year its engine was designed can be many years apart. TfL's page does not say how its checker treats an imported bike, and it does not say what evidence it wants from a Japanese or American domestic-market model with no European paperwork. We cannot promise it either, and we never give the ULEZ status of a specific bike. If the ULEZ matters to you, because you ride in London, ask TfL before you buy, and send us the make, model and year if you want us to look at the paperwork side.

If a bike fails the standard, the charge is the cost of riding in the zone. It does not stop you importing, registering or riding the bike elsewhere.

Is the ULEZ part of the import process?

No. It is a London charging scheme, separate from import duty and VAT, from the MOT and from DVLA registration. A bike can be registered and legal to ride and still pay the ULEZ charge in London. Our guides cover duty and VAT and DVLA registration.

Do motorcycles pay the Congestion Charge too?

TfL says motorcycles and mopeds are exempt from the Congestion Charge.

What if the TfL checker says my bike is subject to ULEZ but I think it meets Euro 3?

TfL says to follow the steps on the results page to send proof. Manufacturer evidence is accepted, as are NOx results from an approved test facility.
