How do you import a Japanese scooter or 125cc to the UK?

Short answer

A scooter or 125cc from Japan pays 8% customs duty (or 0% with proof it was made in Japan) and 20% import VAT on the bike, delivery and the duty. After that the small engine changes the rest: a 125cc rider needs an A1 licence, a bike of 48cc or less can be registered without telling HMRC first, and a bike over 10 years old may not need an approval test.

At a glance
  • Duty: 8% on scooters and bikes up to 250cc, 0% only with proof it was made in Japan
  • Import VAT: 20% on the bike, delivery, extras and the duty
  • Licence: A1 covers up to 125cc and 11kW
  • NOVA within 14 days, except bikes of 48cc or less
  • MOT from the third anniversary, vehicle tax £27 a year up to 150cc

What duty and VAT do you pay on a Japanese scooter?

The UK Trade Tariff (read 12/10/2026) shows 8% third-country duty on scooters and on bikes from 50cc to 125cc. gov.uk says VAT of 20% is charged on the total cost of the vehicle, plus delivery and extra charges and the customs duty. So the duty raises the VAT bill, and shipping is taxed as well as the bike.

Here is an illustration with made-up numbers: a scooter bought for £2,000 with £300 for delivery, so £2,300 at the border. The delivery figure is an example, not a price.

Duty at 8%Duty at 0% with proof of origin
Value at the border£2,300£2,300
Duty£184£0
VAT base (value plus duty)£2,484£2,300
VAT at 20%£496.80£460
Total tax£680.80£460

The gap is £220.80 on a bike this size, so the origin question is worth asking before you pay for it. Our guide to motorcycle import duty and VAT has the full table by engine size.

Does a scooter from Japan qualify for 0% duty?

The Trade Tariff shows a 0% preference for Japan on scooters, in force since 1 February 2024. It is a claim, not a discount you get for being in Japan: the bike has to have been made in Japan, "where it was made, not where you bought it", and the claim needs proof of origin. A bike sold in Japan is not necessarily made there, so the frame plate and the maker's details matter. What document counts as proof of origin for a used Japanese bike is not spelled out in the official pages. Send us the details before you buy and we check the paperwork first.

Ask us about your bike

Which licence do you need for a 125cc?

gov.uk lists category A1 for light motorbikes with an engine up to 125cc, a power output of up to 11kW and a power to weight ratio of not more than 0.1kW per kg. Check the kilowatt figure of the actual bike, because a bike that is 125cc on paper can still be over 11kW. Mopeds are a different category: AM covers vehicles with a maximum design speed of over 25km/h but not more than 45km/h (gov.uk, driving licence categories). Bigger scooters go into A2 or A, depending on power.

Do you have to tell HMRC about a small scooter?

Usually yes, within 14 days of the bike arriving, through NOVA, and our guide to which NOVA route a private importer uses explains who files it. But gov.uk says if the engine is 48cc or less (7.2kW or less if electric) you can register it without telling HMRC first. gov.uk adds that you may be fined if you are late telling HMRC, and gives no amount. See our NOVA guide. The DVLA form that follows is covered in our V55/5 guide for an imported motorbike.

Does a Japanese scooter need an approval test?

Possibly. A bike under 10 years old without a European Certificate of Conformity goes through the DVSA's motorcycle single vehicle approval (MSVA): £85 in working hours or £109 outside them for a motorcycle, and the fee list has lower fees for a low power moped (DVSA fees, updated 20/08/2026). The DVSA manual and the VCA form MR-002 say vehicles over ten years old are exempt, and DVLA may still inspect. gov.uk says you can be prosecuted for riding on a public road before the import steps are done, unless you are riding to a pre-booked MOT or approval test. Details are in our approval guide.

What about MOT, tax and the ULEZ?

An MOT is needed from the third anniversary of registration, and gov.uk caps the fee at £29.65 for a standard motorcycle (updated 09/09/2026). Vehicle tax for a motorcycle up to 150cc is £27 for 12 months (gov.uk rate tables, updated 09/09/2026). In London, TfL says motorcycles and mopeds must meet Euro 3 for NOx or pay £12.50 a day, and it enforces on declared emissions rather than age (TfL, read 30/09/2026). Our ULEZ guide for imported bikes goes through it.

What we do for you

We make the import declaration for a scooter, work out and pay the import VAT and duty, submit the NOVA notice to HMRC and prepare every DVLA form: you just sign and post. Before you buy, send us the make, model, year and where the scooter was built and we will tell you which duty rate and which approval route we expect. Deregistration in Japan, any export plates and the export paperwork are handled by the seller. If you need it, we arrange the transport to the UK, and we handle the customs declaration, NOVA and the registration paperwork for DVLA.

Quick answers

Is there duty on a 125cc scooter from Japan?

Yes, 8% according to the UK Trade Tariff, unless you can prove the bike was made in Japan, when the preference rate is 0%. Import VAT of 20% is due either way.

Which licence do I need for a 125cc scooter?

gov.uk lists category A1 for engines up to 125cc and 11kW, with a power to weight ratio of not more than 0.1kW per kg.

Do I have to do NOVA for a 49cc moped?

Yes, if the engine is over 48cc. At 48cc or less gov.uk says you can register without telling HMRC first.

Does a Japanese scooter over 10 years old need an MSVA?

The DVSA manual and the VCA form say vehicles over ten years old are exempt, and DVLA may still inspect it.

Duty, VAT, the MSVA fee, the DVLA fee and road tax are paid by you directly to the authorities. We are a private customs clearance agent, not affiliated with HMRC, the DVLA or the DVSA.
